Casualties after London Bridge ‘knife and van incident’

More than one person has died after an incident possibly involving a vehicle and stabbings in the London Bridge area of the capital, police have said.

Armed police responded to reports of a van hitting pedestrians on the bridge in central London.

The Met Police said officers were also at Borough Market nearby where they were responding to reports of stabbings.

The force said they were also attending a reported incident in Vauxhall.

Downing Street said: « The prime minister is in contact with officials and is being regularly updated on the incident at London Bridge. »

Transport for London said the bridge has been closed in both directions due to a « major police incident ».

Bus routes were being diverted and the neighbouring Southwark Bridge has also been shut, it added.

TfL said there were further closures in Borough High Street, where armed police were later seen. On the north side of the river, Lower Thames Street was closed.

BBC reporter Holly Jones, who was on the bridge at the time of the incident, said the van was driven by a man and was « probably travelling at about 50 miles an hour ».

« He swerved right round me and then hit about five or six people. He hit about two people in front of me and then three behind, » Ms Jones told the BBC News Channel.

Five or six people were being treated for injuries after the vehicle mounted the pavement and hit them, she said.

« I’d say there are about four severely injured people. They all have paramedics assisting them at the moment. »

She said the van, which was travelling from the direction of central London, headed towards the south side of the river.

Ms Jones later reported seeing a man being arrested by police. She said he was handcuffed and had his shirt off.

She said a French woman was among the injured and who told her she did not know where the two people who had been with her were.

London Ambulance Service tweeted: « Multiple resources attending an incident at #LondonBridge, please avoid the area ».

Speaking to the Press Association, Will Orton described being in a pub in the area and seeing people coming running inside.

« We didn’t really know what was going on, » he said.

« We thought maybe there was a fight or something outside. And then there were almost hundreds of people coming inside.

« The bouncers did a really good job, they shut the doors and locked everyone in. There was panic – it seemed like it was literally outside the door. People were coming inside and saying they had witnessed people being stabbed. »

SINGAPORE — Defense Secretary Jim Mattis sought Saturday to reassure jittery allies in the Pacific about President Trump’s nationalist agenda while delivering a speech that cast North Korea as an “urgent military threat” and cited China for its military actions in the South China Sea.

Mattis, speaking here at the Shangri-La Dialogue defense summit, said that the Trump administration is encouraged by China’s “renewed commitment” to pressure North Korea to stop its nuclear weapons program, but that the United States will not accept China’s military buildup in the South China Sea.

“While competition between the U.S. and China, the world’s two largest economies, is bound to occur, conflict is not inevitable,” Mattis said. “Our two countries can and do cooperate for mutual benefit. We will work closely with China where we share common cause.”

The comments came after weeks of the Trump administration seeking to stop North Korea from carrying out a success of tests with ballistic missiles and nuclear weapons. But the appearance also marked the defense secretary’s first public remarks since Trump withdrew Thursday from the Paris climate agreement, the latest in a series of decisions that have raised concerns among allies about whether the United States is withdrawing from the international stage.

Mattis did not mention the Paris agreement in his speech, but was asked afterward by an Austalian delegate about Trump’s resistance to several global alliances. The delegate, Michael Fullilove, citing Trump withdrawing from both the Paris agreement and the 12-nation trade deal known as the Trans-Pacific Partnership and repeatedly criticizing the North Atlantic Treaty Organization.

Mattis responded by saying that “obviously we have a new president in Washington, D.C.” and that “there will be fresh approaches taken.”

But he added that the United States will remain an international leader, and that Americans accept that “like it or not, we are part of the world.” That carries through, he added, despite deep frustration among some of them that their nation has been asked to shoulder at times an “inordinate burden” on the world stage, he said.

Mattis cited American isolationism in the 20th century before World War II, and the lessons learned then. America was happy at one time “between our two oceans,” but realized after the war “what a crummy world if we all retreat inside our own borders,” he said.

Then he paraphrased an old quote often attributed to former British Prime Minister Winston Churchill.

“To quote a British observer of us from some years ago: Bear with us. Once we have exhausted all possible alternatives, the Americans will do the right thing,” Mattis said, drawing some laughter. “So, we will still be there. And we will be with you.”

Mattis cited Trump’s trip to Brussels last month to meet with NATO leaders and the defense secretary himself going to Japan and South Korea within days of taking office as examples of how the United States is still involved on a world stage.

“We’re there, and I can give you absolute optimism on this issue,” Mattis said.

Mattis has sought to keep a low profile on his trip, declining to do customary interviews with reporters traveling with him on his plane. He has often advocated positions at odds with Trump’s more nationalist tendencies, calling for the United States to remain an active part of NATO, fulfill promises that it already has made to international partners, and prepare its military for how climate change could lead to new missions.

In his speech, Mattis acknowledged the difficult diplomacy involved in getting China to act against North Korea, a longtime trade partner that shares a border.

While President Trump has said that he is confident that Chinese President Xi Jinping will “try very hard” pressure Pyongyang, a Chinese trade partner, Mattis made it sound it less certain that will happen.

“Ultimately, we believe China will come to recognize North Korea as a strategic liability, not an asset,” Mattis said.

North Korea, Mattis said, is the major threat in the region and at odds with the international community. China, on the other hand, is a growing power that has benefited from 70 years of peace in the Pacific, but disregarded the concerns of some other Pacific nations, the secretary said.

Mattis said China’s construction of bases and man-made islands in the South China Sea is problematic due to the “nature of its militarization, China’s blatant disregard for international law and its contempt for other nations’ interest its effort to dismiss non-adversarial resolution of issues.”

The defense secretary added: “We oppose countries militarizing artificial islands and enforcing excessive maritime claims unsupported by international law. We cannot and will not accept unilateral, coercive changes to the status quo.”

But Mattis said that there is much more in common between the United States and China than the threat North Korea poses, and that he does not consider it a “binary” issue in which the United States can get help from China on North Korea only if Washington “walks away from its values” in making sure international waters remain open to all.

“The problem is North Korea, and if we want to stop the bringing of more military capability into the northwest Pacific, then we have to address the problem that is the threat to Japan, to South Korea and all the other nations,” Mattis said.

White House weighs blocking Comey’s testimony

The White House faces a dilemma over whether to try to block former FBI Director James Comey’s highly anticipated testimony before Congress next week about his conversations with President Trump.

By scheduling a hearing next Thursday, the Senate Intelligence Committee is forcing Trump to decide if he wants to invoke executive privilege in an attempt to stop his fired FBI chief from speaking.

Comey is expected to be asked about a number of his private conversations with Trump, including one in which the president reportedly asked him to ease off an investigation into ousted national security adviser Michael Flynn and another in which Trump allegedly asked for the law enforcement official’s loyalty.

The former FBI director is said to have kept detailed notes about his talks with Trump and revealing their contents could prove damaging to the president.

The White House on Friday refused to rule out the possibility of Trump invoking his presidential powers to block Comey’s testimony.

“I have not spoken to counsel yet, I don’t know how they’re going to respond,” White House press secretary Sean Spicer told reporters.

In an interview earlier Friday with ABC News, senior Trump adviser Kellyanne Conway indicated the president would allow the former FBI director to appear, saying, “We’ll be watching with the rest of the world when Director Comey testifies.”

“It’s more important to have somebody testify under oath, frankly, than to have his friends and his former colleagues out there speaking to the media not under oath,” Conway said on “Good Morning America.”

But when pressed if Trump would invoke executive privilege, Conway said, “The president will make that decision.”

Trump ignored shouted questions from reporters at the White House about whether he would try to block Comey’s testimony.

Legal experts say Trump can attempt to claim privilege, but warn that such a move could spark major backlash and would be unlikely to succeed.

Executive privilege is a legal concept that allows presidents to withhold certain information from Congress or other government offices in the name of national security or protecting his right to have sensitive, private conversations with administration officials.

But experts say that any assertion of privilege Trump makes on the grounds of national security or confidentiality would be undermined by the fact that Trump has spoken publicly spoken – in interviews, tweets and in front of reporters – about his talks with Comey.

In his May 9 letter informing Comey of his firing, Trump wrote that the FBI director informed him “on three separate occasions, that I am not under investigation.”

The president doubled down on that claim two days later in an interview with NBC News.

Because Comey is no longer a government employee, it’s not clear whether an executive privilege claim would be enforceable.

The move is typically used to block current employees from speaking out or releasing information, or protect former employees who don’t want to testify about their time in government. For example, former President George W. Bush invoked privilege to deny congressional requests for former White House counsel Harriet Miers to testify as part of a probe into U.S. attorney firings.

But all indications are that Comey wants to testify publicly about his interactions with Trump. Now that he is out of government, the president has few tools to stop him from doing so, unless Comey or the Senate Intelligence Committee decide to honor a possible privilege assertion.

Trump could also open himself up to legal challenges if he decided to assert privilege. 

Obama was sued by Congress for his 2012 decision to invoke his powers to block lawmakers from viewing documents related to the Fast and Furious gun-running scandal.

The claim of privilege itself, and the prospect of such a court battle, could produce an unwanted political firestorm for a White House that is looking to move past the Russia controversy.

But the probe is expected to last months, if not longer, and the White House might feel compelled to exert privilege to stop Comey from testifying in order to maintain leverage to use it in the future.

“You may be struck with a retort that, ‘you waived it,’” said Robert Ray, a former federal prosecutor and independent counsel in the Whitewater investigation. “It’s difficult to assert it later on if it he’s already testified to this stuff. »

Ray added that the “overly-cautious thing to do would be to assert it at the first available opportunity.”

“The problem, of course, is that politically that’s a problem,” he said. “What the easy legal answer might be is not necessarily the answer you want to give in the political dynamic.”
